Regulatory Requirements for Foreign Audiovisual Content in Brazil
Foreign advertising content and non-advertising audiovisual works - including films, documentaries and series - must comply with Brazilian regulations regarding registration, licensing and, when applicable, payment of Condecine (Contribution for the Development of the National Film Industry) for exhibition in Brazil.
Non-advertising content released on Video-on-Demand platforms is currently regulated in Brazil, but there is no Condecine payment mechanism in place for streaming releases at this time. Regulatory discussions are ongoing and the framework may evolve in the future.
Our Support for Foreign Works Releasing in Brazil
Different types of foreign works follow different procedures depending on the content category and distribution model (television, cinema, VoD/streaming, or advertising).
We assist with:
-
ROE (Registro de Obra Estrangeira) submissions for non-advertising foreign works
-
CRT (Certificado de Registro de Título) when required
-
Age-rating classification requests with the Ministry of Justice
-
Condecine payment for advertising content, when applicable
We coordinate the required steps, prepare documentation, and liaise with authorities to ensure your content can be released in Brazil according to current requirements.

Ancine Registration: How to Get It?
The Ancine registration must be completed by a local production company registered with Ancine. This means you’ll need to partner with a Brazilian production company to handle the registration process on your behalf. Once you’ve established this partnership the process can be initiated on the Ancine website. It is straightforward but requires specific documentation and information about your production. Typically, the following details will be needed:
-
A synopsis of the project (initial idea);
-
A basic shooting schedule, including planned filming dates;
-
Production agreement signed by you and the local productions company;
-
A foreign crew list, including names, roles, and passport identification pages.
Once all the required documents are submitted, the registration process usually takes 5 to 6 business days to complete.

Why is Ancine Registration Important?
Ancine registration is a mandatory procedure for all foreign productions filming in Brazil, with the exception as mentioned before for journalistic works. Beyond ensuring compliance with local regulations, it provides an official letter that can be used as supporting documentation for processes such as the temporary importation of equipment through Brazilian Customs, particularly when crews decide to bring part of their equipment from abroad.
Additionally, by requiring a partnership with a local production company, the registration ensures that your production adheres to Brazilian labor, safety, and legal requirements. This partnership minimizes risks and helps avoid potential issues during filming, ensuring a smoother and more efficient production process.
