
How to legally register and fly your drone in Brazil
To legally fly a drone brought from abroad in Brazil, you must complete several registration steps with different authorities, except for drones weighing less than 250g, which are generally exempt from ANAC registration but must still comply with DECEA and ANATEL regulations. The process includes obtaining a responsible person in Brazil with a CPF (Brazilian tax ID) to register the drone, as all operations related to the drone will fall under their responsibility. The pilot, however, can be a foreigner. Additionally, mandatory insurance is required.
Required Registrations for your drone in Brazil
ANATEL Certification: All drones operating on radio frequencies must comply with ANATEL (Brazilian National Telecommunications Agency) regulations. Some drone models are pre-approved by ANATEL for using permitted frequencies in Brazil, requiring no additional certification. However, drones brought from abroad that are not pre-approved must be registered through ANATEL’s Sistema Mosaico to ensure compliance and prevent interference with telecommunications services
ANAC Registration: The Brazilian Civil Aviation Authority (ANAC) requires registration for drones weighing between 250 grams and 25 kg, regardless of their intended use. Registration is done via the SISANT system and remains valid for 24 months.
DECEA Authorization (Flight Permission): Before any flight, authorization must be requested through the SARPAS system, managed by DECEA (Department of Airspace Control). To register with SARPAS, the drone must first be registered with ANAC. This step ensures safe operations and prevents conflicts in Brazilian airspace.
Processing Time & Alternatives
The entire registration process can take anywhere from a week to a month to complete, depending on pre-approved exemptions the drone may have, such as ANATEL compliance. As an alternative, foreigners can rent a drone that is already registered in Brazil and operate it under the supervision of a Brazilian responsible for compliance with DECEA regulations.
